Starting January 1, 2026, Ukraine will introduce new financial monitoring rules. The state is strengthening control over incomes and the origin of funds to minimize shadow operations and make financial flows more transparent. In other words, the usual “let’s make a deal” schemes will no longer work.
Banks: Profiling Every Client
Financial institutions will now create a “profile” of each client, taking into account:
- official salary
- profession
- typical transactions
If the flow of funds looks suspicious, the bank may temporarily block the account. At risk are regular small transfers from many people, transit payments, or unusually large sums.
Real Estate Market: Transparent Transactions
The reporting procedure for notaries is changing. From now on, they will submit full data on all transactions to the tax authorities: purchase and sale, exchange, donation, or inheritance. Reports will include:
- full value of the property
- amount of taxes paid
- data of all participants in the transaction
The tax office will automatically check whether the property value corresponds to the buyer’s official income. If not, additional inquiries may follow.
What This Means for Citizens
- hiding property transactions will be impossible
- proof of funds origin will be mandatory
- large deals may trigger financial monitoring
Market transparency will increase, while shadow schemes will gradually disappear.

- collect documents confirming income in advance
- avoid underreporting amounts in contracts
- monitor cash flow on your accounts
- plan major purchases with new requirements in mind
For Notaries
Ukraine has over 5,800 notaries. Bureaucracy will be reduced, but transaction control will become stricter. The state will be able to track deals more accurately, analyze market trends, and stop shadow schemes.
2026 will mark a turning point toward a more transparent financial system. For citizens, this means a new culture of financial discipline. For the real estate market, it means the end of “gray” schemes. And for the state, it means building an economy on fair rules.
