The eOselya programme is a government initiative that allows Ukrainians to purchase their own homes on preferential terms. It was launched in October 2022 and has already helped more than 17,000 families obtain mortgages worth over UAH 29 billion.
Who is the programme designed for?
єОселя has two main areas of focus:
1. Preferential mortgage at 3% — for:
- contract military personnel
- medical workers
- teachers
- scientists
- security and defence sector employees
2. Mortgages at 7% — for:
- war veterans and their families
- internally displaced persons (IDPs)
- citizens who do not have housing or have less than 52.5 m² per person
What kind of housing can be purchased?
An apartment in a multi-family building (not state/municipal property)
On the primary or secondary market
Area — up to 52.5 m² per person + 21 m² for each additional family member
Cost — does not exceed the regional average (determined by the Ministry of Regional Development)
For the secondary market — the house must have been commissioned no more than 3 or 10 years ago (depending on the category)
Loan terms
Rate: 3% or 7% for the first 10 years, then 6% or 10% respectively
Term: up to 20 years
Down payment: from 10% (for young people under 25) or 20–30% depending on the type of housing
Loan amount: up to UAH 6 million
Monthly payment: from UAH 11,000 for an average loan of UAH 1.65 million
